Bureau of Digital announces the launch of a digital ecosystem that provides users with free access to modern services, connectivity, and the internet without upfront costs or monthly fees. Connection to the ecosystem and the provision of an access device are made possible through a fair exchange: the user's attention when viewing useful recommendations.
The project is based on extensive research into media consumption and the evolving needs of digital users. The ecosystem addresses current economic and technological challenges: the rising cost of electronics, the need for digital accessibility, and the expected mandatory IMEI device registration coming in 2027.
Connecting to the ecosystem and starting to use the access device requires standard identification: the user presents a passport and consents to personal data processing. The device interface displays useful recommendations, primarily in the form of banners and optional video clips.
Viewing recommendations is not mandatory for making calls, sending messages, or using apps. However, participating in the fair exchange means that if a user completely refuses all recommendations (both targeted and socially oriented), they return the access device, as stipulated in the agreement. The device itself is not blocked and does not turn into a "brick". It does not require connection to state registries and is not linked to military commissariats, summonses, or other administrative procedures.
The access device runs on the latest Android 16 with Google services support. All ecosystem apps and services are connected exclusively with the user's consent. Data collection and processing strictly comply with Russian legislation, including Roskomnadzor and FSTEC regulations.
In the spring of 2026, the first 1,500 users will be able to connect to the ecosystem as part of a closed testing program. Anyone can join by submitting an application on the official website: https://bofd.tech. The goal of this phase is to study the balance between the usefulness of recommendations and the convenience of interacting with the digital environment.
The ecosystem creates a sustainable model of digital freedom, where users choose how to participate: exchanging attention for free access to technology, or using traditional paid market offerings.
